HIV problem in China
HIV cases are increasing  Dramatically.
new cases of Chinese people with the AIDS virus grew by more than 40% in1997
20,000 new HIV positive cases have been officially reported in China since 2002
the Chinese government upwardly revised the total predicted infection from 850,000 to 1million in 2002.
The Futures Group, a British-based consultancy, predicts that as many as 12 million Chinese could die of AIDS by 2010—or as few as 2 million.

Currently, 37% of reported Chinese HIV cases were on the central Asian frontier in the Xinjiang Uyghur(Uighur, Uygur) Autonomous Region.
About 8,153 reported cases(growing everyday!)
The 2ndhighest reported number in PRC
Surveillance experts estimate the number of people with HIV/AIDS could be as high as 35,000 to 80,000

Features of HIV in XUAR
85% victims are Uyghur
Injection drug use is the most common mode of transmission. 95%
80-100% of IDU are infected with HIV
Predominant male .
Young adults , more than 80% age <30
98% victims are from urban area and almost all of them are literate
The second risk group is commercial sex workers .
The third mode of transmission is through vertical transmission (mother to baby)
as evidence grows of HIV/AIDS spreading to the general population.

Factors facilitating HIV
Insufficient intervention
Drug trafficking.
Huge human movement between neighboring provinces.
Insufficient awareness about HIV
Almost no HIV education in Uyghur, If there is, so little.
denial or non-acceptance ,stigma towards drug users and CSW.
Inadequate infection control in health care settings
Insufficient resources. Poverty.
Location and Target
Intervention take place all over the   in Xinjiang Uyghur Autonomous region. But intervention will mainly take place in two major cities(Urumqi and Ili) where majority of HIV cases reported.  Target is whole Uyghur population, but High school and university students are given high priority.
Rational
Stop HIV campaign
This campaign intends to :
Educate youngsters the consequences of drug use and needle sharing.
divert them from drug use.teach abstinence
Get media attention and educate the public through media. Let every individual in the region know HIV/Aids, try to decrease the unawareness to the lowest possible level.
Let people understand the seriousness of the situation.
Motivate students and community members, enable the general population and vulnerable groups to adopt healthy behaviors and accepting attitudes related to the transmission and management of HIV/AIDS.
Health belief model
This model tells individuals will take action to protect themselves if they perceive themselves to susceptible to the condition or problem, and if they believe it will has potentially serious consequences: the perceived threat. They would benefit if they minimize the risk. The benefits of action to reduce risk will outweigh potential costs and barrios. Teach them the confidence of they can avoid it by reducing the risk. Media Advocacy
Media coverage is the best way of getting policy maker’s and general public’s attention. Very effective way of letting people knows the serious drug use and HIV crisis among young people.  Media can be applied to impact on the community and on society by stimulating community action and promoting changes to the physical and other environments.
Goals
Decrease drug use, which is the main route of HIV. Educate abstinence and safe sex, Decease new HIV cases, decrease HIV prevalence.
For High School and Colleges
Carry out anonymous survey among the students and get their level of understanding, and opinions about drug use and sexual behavior and condom use. Calculate prevalence .Use this evaluation to guide our intervention.
Spend 2 hours in every two weeks with students for the student education.
